Expanded gambling moves one step closer to Ellis Park
Horse racing in Kentucky may be hurting, but its not done fighting yet.
The sport took an important step toward financial survival Thursday after the Kentucky Horse Racing Commission approved the first expanded gambling at a state horse track.
Kentucky Downs, a track on the Tennessee border, had requested permission to implement a game called Instant Racing, in which players bet on past horse races using slot-like machines.
In Instant Racing, tracks accept pari-mutuel bets on rebroadcasts of old races, with names of the horses, jockeys and trainers removed.
“This was a big step in moving instant racing toward Ellis Park,” Ron Geary said Thursday, in a telephone interview with The Gleaner. “This is a great, positive move by the Kentucky Horse Racing Commission. We want to step up as well and do our part to save the horse-racing industry.”
Geary was in Louisville for the Kentucky Horse Racing Commission meeting.
The president and owner of Ellis Park said that he plans to follow suite right along with Corey Johnsen, president of Kentucky Downs, barring no legal complications.
The Franklin County Circuit Court in Frankfort ruled in December that the Instant Racing machines are pari-mutuel in nature and therefore legal under current Kentucky law.
But the Family Foundation of Kentucky, a longtime opponent of any expanded gaming in the state, disagreed and appealed Judge Thomas Wingate’s decision to the state Court of Appeals. There is no indication as to when the Court of Appeals will hear the case.
Geary said the current legal situation presents “some risks” and if there is an “adverse decision, we would shut down” the Instant Racing machines, which could be costly for a track that been losing money for years.
The Henderson track lost $2.7 million in 2007, Geary said. The track “lost a small amount” last year, he said recently, though he declined to be more specific.
